9 июня 2014 года состоялась встреча Сергея Филатова, инициативной группы жителей Пролетарского района с главой администрации г. Тула Евгением Авиловым и представителями застройщика стадиона «Кировец». Была достигнута предварительная договоренность о первоочередной застройке стадиона «Кировец» детской площадкой, бассейном, спортивными объектами.
Евгений Авилов пообещал заключить соглашение с застройщиками о введении первой очереди спортивных объектов уже в этом году, чтобы зимой там можно было залить спортивный каток. Также достигнута договоренность о том, что все спортивные объекты, которые появятся на частной территории, будут доступны всем жителям Тулы бесплатно. Только после этого застройщики смогут приступить к строительству объектов жилого строительства.
